Solihull receives award from SOPO for Outstanding Achievement in Procurement

10 January 2006

Solihull MBC has set itself a challenging efficiency savings target over the next 3 years to provide much needed funding for its major Transformation Programme 'One Front Line' which is improving front-line customer services.

As part of the Council's Strategic Change Partnership with Xansa, procurement experts 'Procure4' used their specialist procurement experience, knowledge & skills to enable the Council to make a step-change to meet the challenges of efficiency savings and improvements required by the Gershon Efficiency Review and the National Procurement Strategy.

The joint team has identified three key priorities:

Tools such as e-auctions have now been deployed, tendering processes refined, and the team have developed a detailed methodology for delivery. The Council has gained better control of spending and has reduced the number of low value transactions, savings are closely monitored as a critical part of the procurement process. This achievement was recognised recently when the Council won an award from the Society of Procurement Officers (SOPO) for 'Outstanding Achievement in Procurement'.

Liz Welton, Corporate Procurement Manager of SMBC says "Procure4 is an integral part of our strategy and their expertise has helped us measure, manage and deliver saving initiatives across a wide range of spend. Together, we have made real savings for the council and are delivering more than 5% cost base reduction on the categories we have already tackled. It was great that our efforts to date in establishing a service, with robust future processes, were recognised by SOPO".

The Council has achieved over £750k of savings in only 6 months and is now well on its way to achieving the £3.2m target savings over 3 years.
