Case study: Office of the Deputy Prime Minister, Supporting People Directory of Services

The Directory is a key system in the ODPM e-government strategy to connect Government departments, local authorities and the public.

The challenge

Launched in 2003 the Supporting People (SP) programme provides housing related support services to over 1.2 million people.

The SP programme offers vulnerable people - including victims of domestic violence, teenage parents and the elderly - the opportunity to improve their quality of life by providing a stable environment which enables greater independence.

Key to the success of the programme was the ability to accurately and quickly connect clients with the right services for them. Given the vast array of services, providers and individual needs involved - this was a complex proposition.

The solution

The ODPM engaged Xansa to develop a Directory of Services to underpin the SP programme.

The directory, launched successfully on 26 October 2005, connects government departments, 150 local authorities and over 20000 providers of some 37000 services, with the public and care agencies. Xansa's solution brings together previously disparate information into an easily searchable directory that can accurately match individuals with the most appropriate services using a range of criteria, including specific needs, geographical location and urgency.

Having been fully briefed on the challenge, Xansa designed, built and implemented a bespoke application using Microsoft .net technology. The resultant browser based interface is fast, user friendly and enables easy data maintenance, online information retrieval and the ability to capture, store and update information from key external systems.

The benefits

Now live, the directory has delivered multiple benefits that support the preventative agenda.

Overall service has improved for users and the directory provides wider awareness of the huge range of SP programme services available to assist people.

The speed at which the directory can search and retrieve information enables the SP programme to help more people in less time. Combined with significantly reduced administration costs this frees up both time and money for further investment in frontline services.

The accuracy with which the directory matches individuals with their ideal services enables a better supported referral process. Ultimately these benefits enable the Supporting People programme to provide security and peace of mind for some of the most at risk members of our communities.
